Case study 06
IMU COVID-19 system
Case tracking, management, and analytics built while the situation it described was still changing daily.
Problem
An outbreak response needs two different things from the same data. Case management needs the individual record, now. Government and partners need the aggregate picture, consistently, to decide where to put resources.
Systems built quickly under that pressure usually satisfy one and compromise the other — and end up reporting numbers that do not reconcile with the national platform.
Approach
I designed and delivered the IMU system covering the full path from individual case to national aggregate reporting.
- Built COVID-19 case tracking and management for operational use.
- Delivered reporting and analysis producing actionable insight for government and stakeholders.
- Submitted aggregated data into the national DHIS2 platform, so operational and national figures reconciled by construction rather than by reconciliation exercise.
- Built the analytical views that turned case data into something decision-makers could read directly.
Technology
- DHIS2
- REST APIs
- PostgreSQL
- Data aggregation
- Analytics dashboards
- ETL
Impact
The system supported operational case management and national situational awareness from one data path, giving government and stakeholders insight that matched what the national platform reported.
- Operational case tracking and management during the national response.
- Actionable analytical insight for government and stakeholders.
- Aggregated submission into the national DHIS2 platform.
- One data path serving both operational and national reporting needs.
